Damaging winds up to 90 kilometres per hour and large waves are expected to hit the north coast between Cape Fourcroy and Nhulunbuy tonight.
The bureau say the heavy rainfall is likely to cause flooding in the Arnhem, Darwin-Daly and northern Roper-McArthur Districts.
The Arnhem Highway between the Aurora South Alligator Resort and the Point Stewart Road and the Kakadu Highway have already been closed due to flooding.
Oenpelli is experiencing what residents say is the worst flooding in more than 60 years.
The bureau is advising people to secure loose objects and to avoid driving along flooded roads.
